New slate of officers oversees work of promoting literacy throughout the county
The Hidalgo County Commission approved the slate of new officers for the Hidalgo County Library System. Kate P. Horan, MLS, Library Director for McAllen Public Library was named President and County Librarian. The other officers include: Yenni Espinoza of Penitas Library from the City of Penitas was named Vice-President and Mayra Rocha of Speer Memorial Library from the City of Mission was named Secretary. All officers serve a two-year term.
“Kate will now be able to share her tremendous experience and leadership in promoting literacy to Hidalgo County as she has done for the City of McAllen,” said City Manager Roel “Roy” Rodriguez, P.E.
Horan assured the Hidalgo County Commissioners that she will continue the work of encouraging reading to county residents through access to the County’s e-book collection.
“Since the August kick-off event, we have had more than 1,550 citizens register for e-book access, with close to 4,300 checkouts,” Horan told the Commissioners. The County e-book collection extends e-book access to patrons in the County’s smaller libraries, in an effort to close the literacy gap.

The Hidalgo County Library System (HCLS) is a federated system of 13 public libraries. It is supported with funds from Hidalgo County and strives to promote, coordinate and help provide full and free library services to all residents of Hidalgo County.
