An Edinburg building plans examiner and field inspector for the City of Edinburg has been arrested on allegations of bribery, according to police.

Investigators followed up information that Rolando Garcia, 50, a code enforcement inspector may have solicited money in exchange for timely approval of inspections and permits for a construction project at El Buen Pastor United Methodist Church located at 705 East University Drive.

Investigators learned that a building contractor had paid Garcia a $2,000 in the form of a check for the processing of an inspection/building permit on March 19, 2009. A second solicitation on April 30 involved the same contractor. On that afternoon Garcia was taken into custody charged with two counts of bribery.

The charge is a Second Degree Felony, which carries a two to twenty year prison sentence and/or a $10,000.00 fine. The investigation is continuing and additional charges remain a possibility.

The City has released a statement saying matters will be “aggressively” pursued and dealt with.

“The City of Edinburg has initiated an administrative investigation to determine if personnel policies and or the city’s code of ethics have been violated,” according to a statement. “If it occurs that said codes were violated the employee will be terminated.”
